POSITION SUMMARY
Serves as the Supervisor over the motor equipment maintenance in the Public Works Department for the Borough of Chambersburg. The incumbent is responsible for supervising and coordinating all aspects of the Borough’s motor equipment fleet – specification development, procurement, maintenance and repairs, surplus disposal, and assisting with the development and establishment of the annual rate model and CIP budget. Work involves planning, supervising, and directing personnel, and performs work with considerable latitude over work methods and procedures. Direct supervision is received from the Assistant Director of Public Works and/or the Director of Public Works.
The employee assigns areas of work and ensures, often by frequent inspections, that all standards are met. The position generally has a standard workweek, consisting of 8 hours a day, 40 hours a week; however, it often requires flexible work hours, shifting schedules as needed.
As a frontline supervisor, the incumbent is expected to perform work activities alongside the crew as needed. Work also involves performing administrative work such as maintaining personnel records, distributing paychecks, and receiving incoming supplies.
ESSENTIAL FUNCTIONS OF JOB

- Oversees the operation of motor equipment maintenance, inspection, replacement, and expense reports;
- Plans and schedules work for most effective and efficient use of personnel and equipment and to minimize interference with or interruption of services;
- Directs, schedules, checks, assists, evaluates, counsels, and instructs direct reports as to methods, procedures, and safety required in sanitation and motor equipment operations;
- Maintains the Motor Equipment on-call list at the Service Center;
- Keeps records of materials and supplies used, prepares reports, and places orders in accordance with approved policies and procedures;
- Receives and addresses customer complaints in a positive manner;
- Establishes charges for business accounts;
- Executes approved Department budgets for assigned areas;
- Follows the work of contractors and Borough personnel and anticipates or investigates causes for delays or inadequate performance and takes appropriate action;
- Assists other Public Works department supervisors in their work as needed;
- Oversees the safe operation of all sizes of equipment, instructs employees in the care and use of equipment, and suggests improved work methods;
- Investigates and resolves complaints from the public and employees alike, and makes recommendations for improvements to the Director and Assistant Director of Public Works;
- Assists with the preparation of short- and long-range plans related to the Borough’s motor pool;
- Complete computerized time cards for employees and equipment;
- Facilitates the training of staff;
- Provides quality control of staff and operations and ensures continuance of logs, charts, records, schedules, maintenance, testing, and calibration of equipment;
- Attends night meetings as required;
- Troubleshoots issues;
- Consults with supervisors and makes recommendations as to personnel matters such as hiring, performance, promotion, discipline, etc.;
- Assists in the preparation of the Department’s operational and capital budgets;
- Oversees the requisition of equipment and supplies necessary to carry out projects and operations;
- Maintains good personnel and public relations;
- Facilitates meetings with staff;
- Operates motor vehicles, heavy equipment, and power-driven equipment;
- Subject to emergency calls and responses, including responding to weather events and other emergencies outside of regular working hours;
- Participate as a designated instructor for the Borough’s Commercial Driver’s License (CDL) Training Program in both the class room and on-the-road training;
- Performs other duties as assigned and required within the scope of assigned responsibilities.
REQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES)
- Ability to learn, follow, model, and impose Borough policies, rules, procedures, and regulations fairly and consistently;
- Working knowledge of municipal purchasing procedures;
- Ability to develop working plans and coordinate maintenance projects; ability to interpret and evaluate plans and reports;
- The employee supervises vehicle maintenance operations and, therefore, must have knowledge and experience with commercial garage operations, diesel truck maintenance, light-duty and full-size pickup truck maintenance, and general automotive maintenance and equipment;
- Knowledge of fire apparatus components, EMS ambulance vehicles, and police vehicles (and specialized police vehicle equipment) and maintenance;
- Ability to plan, direct, coordinate, evaluate, and supervise the work of other personnel, either directly or through supervisor;
- Ability to plan, supervise, and participate in training programs;
- Ability to make decisions and recommendations in accordance with rules, regulations, and policies governing the organization;
- Ability to establish and maintain effective working relationships with officials, employees, and the public;
- Must possess good communication, interpersonal, and customer service skills to communicate effectively in a professional manner with co-workers and the general public;
- Must have a strong technical background and the ability to prepare concise and accurate technical reports;
- Ability to understand and effectively carry out verbal and written instructions and to issue verbal and written instructions clearly and succinctly;
- Ability to read and write at the level required to perform the essential functions of the job successfully;
- Ability to implement and maintain safe work practices and safety regulations in a fair and consistent manner;
- Ability to perform heavy physical labor as needed;
- Ability to operate motor vehicles, heavy equipment, and power-driven equipment, including but not limited to forklifts, backhoes, dump trucks, tow trucks, and pickup trucks with a snow plow;
- Ability to exercise initiative, resourcefulness, and sound professional judgment and possess the physical/mental ability/agility to perform the essential functions of the position with or without a reasonable accommodation;
- Ability to maintain confidentiality regarding work-related information and records;
- Ability to operate computer workstation and related software programs such as email, calendar, Word, Excel, fleet management software, GPS vehicle tracking, fuel card management, and garage diagnostic computer equipment;
- Ability to work the hours necessary to complete the job, including outside of the standard work hours of the position, weekends, evenings, and holidays, when necessary, and be available to respond to emergencies;
- Ability to achieve a Pennsylvania State Inspection License (Class 7) within a designated period of time.

QUALIFICATIONS
Education
- High school diploma or equivalent.
Preferred
- Associate or Bachelor’s degree with concentration in transportation management, business management, or related degree; and/or
- Trade school certification in Public Works Management, Fleet Management, or closely related area of study.
- Possess a current Pennsylvania State Inspection License (Class 7).
Experience:
- More than of five (5) years of progressive experience in the public works area including some formal supervisory experience;
- Extensive and demonstrable knowledge of motor equipment maintenance procedures, heavy equipment specifications and operations, and garage operations.
- Some experience with procurement and purchasing practices in a municipal environment (i.e., knowledge of the competitive bidding system and COSTARS State contract process).
- Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
WORK AUTHORIZATION/SECURITY CLEARANCES
Must be legally authorized to work in the United States and maintain required clearances to hold a position at Chambersburg Borough.
ADDITIONAL ELIGIBILITY REQUIREMENTS
The incumbent must have and maintain a valid motor vehicle license, three (3) years of clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter.
Must reside within fifteen (15) driving miles of the Borough of Chambersburg corporate limits within one (1) year of the hire date as their bona fide primary residence and continue to reside within that area while employed.
Must obtain a Commercial Driver’s License (CDL), Class A with Air Brakes, O restriction is permitted, before the end of the probationary period.
