Assistant Director / Professional Engineer (P.E.) of Public Works

Chambersburg Borough is Seeking an Assistant Director Of Public Works / Professional Engineer (P.E.)

The Borough of Chambersburg is seeking a high-performing professional to enhance the leadership team of our Public Works Department. The Assistant Director of Public Works / Professional Engineer will provide vision, leadership, management, technical supervision, succession planning, and administration over all functions and activities of the Public Works Department.

In conjunction with the Department Head, the incumbent is responsible for the planning, organizing, coordinating, directing, and controlling all functions of the Public Works Department. Direction is exercised over the Facilities & Grounds, Engineering, Highway, Motor Equipment, and Sanitation departments. The incumbent is also responsible for providing and maintaining adequate, dependable, and economical services for the Borough, under the administrative direction of the Department Head. Employee must be prepared to perform all functions in the absence of the Department Head when appropriate.

Starting salary range:

NBE2: $100,422.40 - $106,475.20 D.O.E.

BASED ON KNOWLEDGE, SKILLS, AND EXPERIENCE

Acceptable Knowledge and Experience

Education:

  • Bachelor’s degree in Civil Engineering, or closely related field of study;

  • Registration as a Professional Engineer (PE) in the Commonwealth of Pennsylvania;

  • Extensive experience in Civil Engineering as it relates to the operation and administration of Public Works programs and projects.

  • Comprehensive knowledge of modern principles of administration and management of Public Works specifically in regards to street and alley design and maintenance, sanitation collection practices, building custodial and maintenance, civil engineering projects design and construction, and motor equipment fleet management.

Minimum Acceptable Qualifications:

  • Engineer-in-Training (EIT) certificate and work experience can substitute for initial PE requirement; compensation will be adjusted to a lower classification. Professional Engineer license in the Commonwealth of Pennsylvania must be obtained with in six (6) years from date of EIT certificate. If EIT certificate experience requirements are already met, or if currently registered as a Professional Engineer in another State, PE license must be obtained within two years from date of employment.

Note: Appointment is contingent on achievement of an Professional Engineering License within six years of hire unless extended at the discretion of the Borough. Upon achieving PE, incumbent will be promoted and compensation adjusted to the next level classification.

General Duties and Responsibilities of the Assistant Director / PE of Public Works

(Not all inclusive)

  • Supervises and provides guidance for the operation and supervisors for Custodial, Engineering, Highway, Motor Equipment, and Sanitation;

  • Oversees the planning, construction, maintenance and operation of Capital Improvement Program (CIP) projects such as Pavement Management Program and Bridge Maintenance Programs;

  • Responds to requests from developers and associated personnel concerning requirements of the Borough in relation to streets, alleys, sidewalks, curbs, refuse collection, and recycling collection;

  • Provides assistance to other borough staff in relation to Facilities & Grounds, Engineering, Highway, Motor Equipment, and Sanitation;

  • Works with departmental supervisors to establish bi-weekly, monthly, and annual schedules based on departmental goals;

  • Works closely with consultant engineers to assure continuity of approach to engineering projects;

  • Exchanges information with consultants, manufacturers and customers relative to current ideas and innovations within the industry;

  • Increases effective use of personnel by offering training seminars and performing technical training to develop talents of capable employees;

  • Keeps abreast of current legal requirements affecting planning and operation for all areas of responsibility of the Public Works Department;

  • Follows progress of projects and anticipates causes for delays and prepares for action to limit the adverse effect;

  • Works with department supervisors to set acceptable standards of performance and assists supervisors in taking corrective action within the limits of union contract and fair employment practices;

  • Prepares project budgets, initiates purchase requisitions and reviews purchase requisitions submitted by others; and assists with annual department budgeting process;

  • Initiates and/or writes contracts for various bid projects for supplies and services;

  • Performs in-house designs, as requested, in support of the Borough’s CIP;

  • Supports Borough Engineering department with traffic studies and design efforts;

  • Attends various meetings and seminars;

  • Coordinates with other agencies associated with Borough’s growth;

  • Reviews periodicals and manufacturer’s brochures for methods of improving the Department of Public Works overall operation;

  • Investigates technical problems with building control systems, GPS and GIS components, as well as other processes and systems within the Department of Public Works and consults with appropriate subordinates to arrive at a solution;
