Chambersburg Borough Assistant Director of Electric Utility

The Borough of Chambersburg is seeking a high-performing professional to enhance the leadership team of our award-winning Electric Department. The Assistant Director of Electric Utility will provide vision, leadership, management, technical supervision, succession planning, and administration over all functions and activities of the Electric Department.

Work involves assisting in the planning, organizing, coordinating, directing, and controlling of all functions and personnel of the Electric Department. The Assistant Director will assist in direction over the power supply portfolio, transmission, generating, substation, plant, and distribution line functions. You will be responsible for assisting in providing and maintaining safe, adequate, resilient, dependable, and economical electric services for the Borough.

Salary range: NBE-1 $85,883.20-$112,091.20 NBE-2 $97,968.00-$127,774.20 DOE

Acceptable Knowledge and Experience

Non-Bargaining Exempt Level 1: Bachelor’s degree with concentration in electrical engineering. Registration as an Engineer in Training in the Commonwealth of Pennsylvania (or qualified reciprocating state). Formal business management training preferred whether business minor or MBA. Minimum of two (2) years’ introductory experience in the operations of some aspects of electric utility operations with generation and/or municipal experience preferred, administration, and personnel management; managing within PJM (other similar RTO) rules and costs, including some formal supervisory experience. If hired at this level, the incumbent will be expected to obtain a PE during the course of employment in a timeframe established by management.

Non-Bargaining Exempt Level 2: Bachelor’s degree with concentration in electrical engineering. Registration as a Professional Engineer in the Commonwealth of Pennsylvania (or qualified reciprocating state). Formal business management training preferred whether business minor or MBA. Minimum of three (3) years’ extensive experience in the operations of all aspects of electric utility operations with generation and/or municipal experience preferred, administration, and personnel management; dealing with wholesale power supply, managing within PJM (other similar RTO) rules and costs, developing rates to responsibly collect for ongoing and planned expenses, including some formal supervisory experience.

Any combination of education, training, and experience that indicates an ability to manage these operations at this level.

General Duties and Responsibilities of the Assistant Director of Electric Utility

  • Assists in supervising and providing guidance for the maintenance, planning, operation, and construction of electric generating plant and electric transmission and distribution systems;

  • Assists in overseeing the planning, construction, maintenance, and operation of municipal electrically oriented functions such as plan and land use review, street lighting, and traffic signal systems;

  • Responds to requests from developers and associated personnel concerning interconnection requirements of the system;

  • Works closely with consulting engineers to assure continuity of approach to engineering and capital improvement projects;

  • Exchanges information with consultants, manufacturers, vendors, and customers relative to current ideas and innovations within the industry, new technologies, and renewable energy projects within the portfolio;

  • Investigate and troubleshoot technical problems with transmission, generation, substation, and distribution switchgear and control equipment, consulting with appropriate technical staff to arrive at and implement an effective solution;

  • Assists with preparing cost estimates for various projects and to conceptualize growth/efficiency asset developments;

  • Promptly, professionally, and effectively responds to and addresses concerns of customers and the general public dealing with Electric, Signal, and Street Lighting matters;

  • Assists with directing, scheduling, checking, evaluating, counseling, and instructing direct reports as to methods, procedures, and safety required in electric department operations;

  • Documents, organizes, and stores information dealing with all aspects of work products so that matters can be most efficiently handled in the future;
